PROBLEM STATEMENTS:

As the next Governor of the State of Tennessee, I will adhere to the Tennessee Constitution, Article 1:

Sec. 1. All power inherent in the people -- Government under their control. Tenn. Const. Art. I, § 1

That all power is inherent in the people, and all free governments are founded on their authority, and instituted for their peace, safety, and happiness; for the advancement of those ends they have at all times, an unalienable and indefeasible right to alter, reform, or abolish the government in such manner as they may think proper.

(a) As the next Governor of the State of Tennessee, I stand by and with the citizens of the State of Tennessee, not a political party per se, not a struggle for political control, and as a community advocate who has stood with the people for over 40 years, I will stand as the next "People's Governor." My belief is FOR THE PEOPLE, BY THE PEOPLE!

Tennessee will never prosper or grow with a divided house, divided minds, and divided spirits not willing to come to common ground for the betterment of all Tennesseans. It is time to take care of the people and not the political agenda that is pushing working people further into debt. Our Constitution echoes WE THE PEOPLE! NOT WE THE POLITICIANS!

(b) America suffers from amnesia and the unwillingness to afford life, liberty, and the pursuit of happiness to all Tennesseans. We as Americans cannot embrace our U.S. Constitution and the Tennessee Constitution and be the state that embraces life, liberty, and the pursuit of happiness when we are creating a lack of food accessibility to children & elders, cutting veterans' benefits, forcing poor Americans to lose their homes and go homeless, cutting health care, penalizing women from controlling their own body autonomy, letting data centers abuse citizens, use school vouchers to undermine public schools, have a love for guns but not humanity for the people, aid in making billionaires richer while the working class are becoming poor and poorer. I believe in the First and Second Amendment, but I also believe in all the inalienable rights of Tennesseans first. Who are we as Americans?

As Tennesseans, we can not let the backward thinking of some infiltrate our Volunteer's spirit of love, harmony, and goodwill to all our brothers and sisters. Atwater's "Resurrection of Hope" Plan will embrace all Tennesseans and restore dignity and pride in who we are as Tennessee citizens. ONE TENNESSEE!

As Tennesseans, we should be obligated to the people and not a political party; we have an obligation to move forward in a positive and sincere movement to dismantle systemic racism and political strife, and not have monolithic political agendas. Our main agenda should be about uplifting and empowering Tennesseans.

Political undermining, cliques, racism, and control should not be the ingredients of the day. Our Tennessee recipe should be about the will of the people! Housing, Healthcare, and Healthy Living!

(b) While political parties argue and fight for power, Tennesseans are losing their homes and farms, living through the ruins of tariffs, paying more for food, gas, utility, childcare, healthcare, and insurance. We must place people back into politics.

Atwater's Goal and Strategies

1. As the next Governor of the State of Tennessee, I will ensure that the Tennessee Constitution applies to all its citizens, not just a select few, that thinks the economic and political power lies in privilege, wealth, status quo, or hidden agendas to control the narrative of life, liberty, and the pursuit of happiness.

2. As the next Governor of the State of Tennessee, I will be the great equalizer of justice to and for all Tennesseans who live across the spectrum of Tennessee, thus addressing poverty, housing disparities, governmental waste and neglect, healthcare disparities, school inequities, lobbyists' Russian Roulette to undermine Tennessee, and political sell-outs who have lost sight of the real beneficiaries of Tennessee, our people of this Volunteer State.

3. Using my theory and methodology that Budgets are Moral Documents, I will analyze the last 10 years of fiscal budgets to bring about economic fairness in how government funds are being used to further place hardship on the working-class and middle-class Tennesseans.

4. A Statewide moratorium on rent and land banks will be assessed until disparities have been analyzed.

5. Atwater will support small businesses, farmers, entrepreneurship, and free markets. It is time to place Tennesseans first by any means necessary.

6. Misappropriation of funds will cease on day one of my administration by leveraging equity and justice in unfair governmental spending.

7. Roll back all the tax incentives and PILOTs that do not have a direct benefit to the working class and middle class Tennesseans, especially with no Community Benefit Agreement.

8. Ensure that all Tennesseans are treated equally and fairly with income to government spending and allocation in all 95 counties. Rural Tennessee should be suffering because of funding going to rich billionaires while they are neglected for basic needs such as accessible food outreach, proper school upgrades, broadband, running water, livable wages, decent infrastructure, lack of healthcare, and emergency centers.

9. No political party will tell me who to love, who to hate, who to mistreat, and who to embrace. As the next People's Governor, I will be committed to all of Tennessee, no matter your political persuasions or political mindsets. I will work through a common ground without violating my political principles of placing Tennesseans first and not billionaires, distorted views, and hidden agendas before the people.

10. I will be an unbossed, unbought, and uncompromised Governor whose sole purpose will be to restore justice to the people.

11. I will build 150,000 new affordable homes in the State of Tennessee to balance the scale of justice, which legislative bills have unfairly penalized the poor and empowered the rich developers and investors.

12. Empower small businesses and farmers to be more sustainable, therefore, empowering Tennesseans first and not out-of-town investors and billionaires. Tennesseans must be at the forefront of economic growth first!

13. I will be accessible 24 hours a day to address the concerns of Tennesseans through the (800) NEW-TENN Hotline. I can also be evaluated through a quarterly assessment tool to grade my performance as the next governor.
